Abstract This book explores the capacity of utilitarianism to respond to the challenge of theories such as those of Rawls, Nozick and Dworkin, which focus primarily on the individual. Its central questions c...ncern the intellectual coherence and moral acceptability of utilitarian answers to important problems, including health care, punishment and electoral arrangements. Its key themes are the relationship between private ethics and public policy, between utility and freedom, utility and democracy, and the role and limitations of states, both internally and internationally. Utilitarian ideas are often treated historically, as though fully developed by Bentham and Mill, or narrowly and technically, as though relaevant only to ethics or only to economics.
