Abstract While it is an established view that the policies under Governor-General Yamanashi Hanzo (December 1927-August 1929) were a return to those of the early colonial rule (1910s), the formation process of... the principal educational policies under Yamanashi has not yet been fully clarified. This article investigates when and through what processes these policies were formed, rather than what education administration was put into action. Special emphases are given to such key persons as the Governor-General, Political Resident General (seimu sokan), Director of the Educational Bureau (gakumukyokucho), and Chief of the Educational Affairs Section (gakumukacho), so that not only the educational policies "by Yamanashi" but those "in the time of Yamanashi" will be elucidated. It will be demonstrated that: 1) Yi Chinho, Director of the Educational Bureau, was the substantial creator of the educational policies under Yamanashi and Fukushi Suenosuke was their promoter; 2) Yi Chinho's words and acts evince the educational policies "by Yamanashi" actually had their origin in the rules of his predecessors.show more
