Abstract The purpose of this paper is to grasp the changing processes of development of types and fields of undergraduate degrees and titles of school and the structure of academic research pertaining internat...ional recognition of qualifications, which has been considered as one of medium- and long-term issues of current tertiary education in Japan. Then it is also intended to investigate whether these findings correspond with international standards or not. Having gone through these considerations, the importance of human resources development and technical and vocational education was confirmed and the possibilities of integrated education and training with international recognition and the direction of quality assurance were examined. As the results, the classifications of academics, industries and occupations and education and training were inter-correlating. At the stage of tertiary including universities, not only systematic teaching/ learning based on the classification of academics but also the formation of competencies for success after graduation formulated through training and education are emphasised. In other words, the relevance on two sides is highlighted and the establishment of field classifications and each field itself through appropriate cross references is encouraged. The improvement of educational programmes and qualification with international recognition is regarded a major issue. Although, in Japan, types, fields and title of degrees in the system of field classifications had been improved quite differently before and after the deregulation of the Standards for the Establishment of Universities in 1991. The approval process that had been regulated strongly by following the traditional concepts of research university, was mitigated drastically by the deregulation of the Standards.
