Analyzing Hyochang Park in Colonial Seoul: The Problem of Lands in the Joseon Royal Tombs

Abstract The purpose of this study is to show the multitier structure of rulers in Colonial Korea by analyzing the process of turning Hyochangwon (孝昌園)– the Joseon Dynasty royal tombs– into Hyochang Park.
After... the conclusion of the Japan-Korea Protectorate Treaty in 1905, Japan began to separate government property from royal property. Except for the center of the tombs, at this time, a large portion of land in Hyochangwon was owned by the government.
In 1927, the Japanese Government General of Korea decided to return the land around the tombs in Hyochangwon to Yiwangjik(李王職), the King Yi's royal household office that continuously called for the return of the land. However, residents living in the vicinity of Hyochangwon opposed the return of the land as they had requested that a park be built there. As a solution, Yiwangjik thus provided the Hyochangwon land to Keijo Prefecture free of charge. Hyochang Park opened to the public in 1929.
Though Yiwangjik was successful in facilitating the return of the Hyochangwon land from the Japanese Government General of Korea, public pressure forced it to open Hyochangwon as a park. In conclusion, the opening of Hyochang Park was not a problem within the framework of the dichotomy of the rulers and the ruled in Colonial Korea, but a complex problem due to the multitier ruler structure. This is especially important as evidence of the existence of the public sphere under colonial rule, as both the Japanese Government General of Korea and Yiwangjik were unable to ignore public opinion in Keijo Prefecture.
