Abstract This paper is a review of the theories and ideas of Education Development in developing countries. The theories can be classified into three categories. The first category is "ideas of Education Devel...opment combined with Economic Development". It includes Human Capital theory, the Endogenous Growth Model and Structural Adjustment Loan policies. The second category comprises "ideas of Education Development combined with Social Development". It includes a point of view that considers Education Development as a sector of social development; while it also affects other sectors such as sanitation, nutrition, population and environment etc. This is particularly true of the education of girls. Social Integration and Endogenous Development are also included in this category. In these theories, educated citizens are considered as the key social asset which determines the development of a country. The third category consists of "ideas of Human Assets". Individual and personal development will form civil society. This includes the view of "education as a human right", of BHN(Basic Human Needs), Human Development and Capability. It considers that education not only has intrinsic benefits, but also significantly influences the development of civil society as a whole. Finally, the paper proposes some new directions for Education Development in developing countries. There are three essential characteristics of this proposal: 1) the education of capable individuals; 2) the formation by those individuals of self-determining instruments to improve the welfare of local and national societies in each developing country; 3) the world-wide relations formed these local/national societies, hence, securing "human safety" for the world community as a whole.show more
