Malaysia had an experience of "colonialization" before World War II. Now, Malaysia has been already "internationalized" by UK in some aspects, especially of educational examination system, Medium of i...nstruction (in some schools), studying abroad etc... English is as much significant as Malay Language. In other words, to some extent, Educational system depends on UK's or USA's educational system. But, another pressure attacked to Malaysian Higher Education System recently. That is a pressure of "Globalization". Globalization brings "marketisation" of Higher Education Industry and "Quality Assurance". So tar Malaysia has sent many students to the developed countries, but now the policy is changing to become a "Regional Centre of Education" in ASEAN. The aim of this paper is clarify the Malaysian Government policy and educational institution's and university's reactions in private and public areas from the perspective of Globalization/Internationalization. Especially in the private higher educational area, some Private University (includes open air university, multimedia university) had been established from the latter half of 90's. And more various programmes (2+1, 3+0) have developed at each private institution. On the other hand, the Government published "National Board of Accreditation Act 1996" in order to standardize the quality of programmes and private institutions themselves. This trend to privatization has an influence to public/national university. University of Malaya became "corporate" in 1997. As a result of it, various units have been established to assist in the planning and implementation follow-up programmes, Under "Corporatisation", more teaching/administrative staff of UM received more power to decide curriculum/programme, staffing, salary system, facility arrangement etc... For example, Quality Assurance Unit. Centre for Continuous Education, Center for External Degree Programmes and International Relations Unit play significant parts of management of the University. In Malaysia, Globalization liberalizes universities and private institutions in the way of endowment of power, as it bring them into World's survival/hierarchical market.続きを見る
