Now Tropical forests are deforested, and a decrease of a natural resource of excessive fishing are discussed. As for this, the resource is not managed well, and doing an economic activity under an appropriate resource control for industry with natural resources like the agriculture, forestry and fisheries industry and mining, etc. In a word, it is necessary to consider the policy for which an appropriate amount of the resource can be secured when analyzing it. Moreover, it is necessary to be going to take time by the time harvesting from the production beginning for the agriculture, forestry and fisheries industry becomes possible, and to develop the model from requiring time in a word to grow up dynamically after the amount of the resource is considered. In this paper, it is a problem to develop dynamically after the resource restriction is introduced into the Spatial Equilibrium Model developed by Kawaguchi, Suzuki (1994), Maeda (2001), Shono (1999), and Kano and Kawaguchi (2004).
