In order for the ITU to enable appropriate treat to severe competition, progress of privatization and market liberalization, greater private sector participation and the development speed of new telec...ommunication technologies, and to remain thereafter a preeminent position ail over the world en telecommunications, it has been continuing organizational reform since Kyoto plenipotentiary conference held in 1994. Therefore, ITU established in 1999 an interdivisional group called "Working Group on ITU reform, WGR" by which the working methods and re-building of each of sectors can be practically reviewed and refined. WGR succeeds to ITU-2000 committee. The countermeasures recognized by ITU to new info-communications market is of privatization from monopoly, competitive environment, diversification of technologies and systems, and rapid development of technologies. Therefore, ITU aims to expands the rights and duties of private sectors and associate members in view that they play the leading role at the drafting of technical standards, also changing administrative, functional and structural matters of permanent organ, General Secretariat and three Sectors addition to its working methods. Especially, the discussion on reform of ITU-T was vigorous by which it is recognized to have much advanced in the recent Council and TSAG. In this paper, the trend of the recent info-communication markets will be analyzed in the view of competition, privatization and new technical developments under the environment of which the reform tackled by ITU is described, focusing on the recommendations derived from WGR. Furthermore, the arrangement in Councils and Marrakesh Plenipotentiary Conference to market re-building is also described.続きを見る
