オーストリア・フォラールベルク州における緑地帯をめぐる論争 : 2016/17年に起きた紛争解決のための民主主義的なプロセス

| 概要 | This paper is a sequel of Yamamoto (2024), the title of which is “Grass-roots Movement against Plan of Factory Construction on a Site in the Green Belt ―Case at Weiler in Vorarlberg, Austria―. This is... written in Japanese with an English summary in Vol.90, No.5/6 of Keizaigaku Kenkyu or Journal of Political Economy. The local grass-roots movement organization was established at the end of November 2016 and embroiled the whole citizens and political parties in the Federal Land. As a result, the company, which intended to build a large factory at Weiler, could realize its plan of production expansion not in the Green Belt, but on an industrial site in Dornbirn. The headquarters of the company is located at another site in this city. The agricultural land within the Green Belt at Weiler has been conserved at least as of September 2023 according to the observation by the present author himself. Yamamoto (2024) describes the grass-roots movement and the reaction by the communal authorities between November 2016 and the end of January 2017. He also depicts the assessments of various departments of the Land government on the basis of its official documents. In this paper, he describes the controversy about the Green Belt after February 2017, using local newspapers and internet news articles, various documents gotten by means of internet, and minutes of the Land assembly, in order to understand the democratic process for the resolution of the conflict in Vorarlberg. The local mass media played an important role for the democratic process. However, the intermediation by the mayor of Dornbirn directly influenced on the dealing between that company with plan of production expansion and the land-owner company. We can interpret that the democratic controversy built up the background of the negotiation among the companies and the communal authorities of Dornbirn. However, it is especially remarkable that the Bürgerrat or citizens’ council, the convocation of which was decided between June and July, 2017 by the government of the Federal Land Vorarlberg, on the basis of successful petition with 1394 signatures. Its candidates were selected among the electorate by means of random sampling. Twenty-seven members of the Bürgerrat were neither professionals of spatial planning nor of economic affairs but normal citizens with diversity. At the end of September, they intensively discussed about the problem at the 1.5 days’ workshop and presented a constructive report for the justice and harmonization between the regional economy and the significance of the Green Belt in October 2017. Thus, participatory democracy functions in Vorarlberg well. The final opinion which is expressed in the report of the citizens’ council is expected to be included into the policy of spatial planning not only by the Land government but also by all the communal authorities in Vorarlberg.続きを見る |
