| 概要 | 熊本地震のあとの高齢者介護施設への様々な外部支援を３年間にわたって調査した。その調査結果をまめると、災害からの復興に「経路依存」の問題があることが分かる。また「福祉避難所」に関しては「制度依存」の問題があった。災害からの復興に経路や制度は欠かせない。しかし経路依存や制度依存してしまうと、本当の意味での復興や福祉は成り立たないのではないか。そうした論点をこれまでの調査結果に照らしながら考察する。 We... have conducted surveys on various external support for elderly care facilities after the Kumamoto earthquake for 3 years. The results of the survey show that there is a “path- dependent” problem in recovery from disasters. The “welfare shelter” had a “system-dependent” problem. Paths and systems are indispensable for recovery from disasters. However, if it depends on the path and the system, the true recovery and welfare may not be realized. We will consider these points in light of the results of previous surveys.続きを見る |
