Soil pollution problems in Japan have mostly originated from the deveropment of mining after the Meiji era. Afterward, main mines are closed, and soil pollution by mining process have become caesed. After 1980s, due to semiconductor factories and illigal abandonment of industrial wastes, soil and underground water pollution by heavy metals or chloric organic solvents came to occur at chemical plants. To the occurrance of serious pollution in different cases, many kawa have ceen enacted, like "The law of pollution prevention in agricultural lands(1970)" and "The law of countermeasure for soil pollution(2002)". But, on the whole, there have been many problems left by, for example, lack of preventing viewpoints and adaptability for various types of soil pollution. From now on, potential risks of soil and underground water pollution must be reduced by combined effect of trgulation system and self-imposed control.
