震災と学校の危機管理(2) : 他分野研究の動向と教育経営学的アプローチの可能性

概要 This research revealed that character of the education research targeted to the Great East Japan Earthquake, displaying movements and the configuration structure of the other research fields which stu...dy the 2016 Kumamoto Earthquake. Based on those researches, we examined a possibility of the approach by Educational Administration. School staffs are strongly required to play an educator role and a public servant role at a school served as an evacuation canter. In addition, they need to collaborate with NPOs and concerned bodies. School is situated at the point where welfare system, medical system, political system and administration system cross, which means it is not suitable for enforcing an educational system. Around the Kumamoto Earthquake, we need to take into the consideration that what kind of argument has been displayed. Furthermore, we need to grasp that how structure sciences such as Architectural planning explain the event. First of all, we collect theses and reports regarding the Kumamoto Earthquake as many as possible in order to organize the configuration structure of the Kumamoto Earthquake and reveal the problems that education research has overlooked by understanding the characteristic of research goals and research methods of each discipline. By looking at the other field of researches, we need to ask ourselves, whether it is sufficient to discuss about Disaster and School crime management in a framework such as “school principal leadership” “collaboration between school and local people” “Acceptance of outside support” “Crisis management of school staff”. If school principals and school staff need to run the evacuation management, then we need to set a new perspective for “Ego conflict”, “Supports for evacuees independence” and “Conflicting relationships between evacuees and supporters”. Secondly, we limited the object only to educational research, which is said it is still in the preliminary stage of the disaster-related educational research, then examined each research situations about the Great East Japan Earthquake. From the very first, it has not been reconsidered of the education management which aims the existence “practical” from the standpoint of facing disasters which are out of our control. These issues are also applicable to many education managements researches aimed to disaster managements and crisis managements. We need to consider what the “useful” means in this context, how to face the disasters which are hard to react and management, who are to face the disasters, and what records are needed think about that. Lastly, by organizing the process of how to face education administration research as practical discipline, we propose possibilities of the way how to approach education administration research on earthquake research. What we found the issues of education administration approach are that we can no more point out the importance of relationships and collaboration between the principal leadership, profession of teachers, and local and external organization. Therefore, we could not reach the point where we grasp the reality of “education management” because we failed to overcome the framework in which we put the school administrator in subject. The education administration, a practical discipline, has been asked to utility toward the practical use. Nevertheless, we no more point out the importance of relationships and collaboration between the principal leadership, profession of teachers, and local and external organization and has been failed to depict the reality of the practice. In order to overcome the issue, the education administration needs to expand its extension, using a framework without setting the teachers in the center of it. It is also required to approach to essence of school organization and local relationship regardless of earthquake.続きを見る
