概要 In the age of Hsuan-tsung (玄宗) of Tang(唐), the chuanyunshih (転運使) was established to govern the water carriage in the grand canal. After the revolte of An-Shih (安史), it became to govern the matters of... all transports in the each provinces and was called Chutao-chuan-yunshih (諸道転運使). But in the end of Tang, when Fan-chen (藩鎮) strengthened a tendency of independence, the sphere of government of chuanyunshih was narrowed. In the age of Five dynasties, the chuanyunshih that governed the supplies to provincial armies in the war time was established. Peimien-chuanyunshih had charge of the supplies to the armies stayed in the Hopei district. In order to defend Chitan (契丹) invading from the north, the each dynasties after Houtang (後唐) made many armies remain in the Hiopei district. Peimien-chuanyunshih, so as to smooth the supplies to these armies, was given the great power that commanded the financial machinery in there (the Hopei district). Then the official power of Peimien-chuanyunshih was expanded with the strengthening of the state power. With the dissolution of the system of Fan-chen as the result of the promotion of the centralisation of power, the central government necessitated the intermediate machinery controlled a provincial administration instead of Fan-chen. It was Peimien-chuanyunshih that was taken charge of its role in the Hopei district. The system of chuanyunshih in the age of Sung (宋) succeeded to the magnification of the system of Peimien-chuanyunshih in Five dynasties, and was important as one of Chieussu (監司) - the inspector - of road.続きを見る
