院政と検非違使 : その補任より見たる

概要 In the period of ex-emperor's government (院政) the personal composition of Kebiishi (検非違使 police and judicial chief) shows besides the advance of "samurais" the notable advance of staff members, truste...d vassals and Hokumen (北面) of ex-emperors. The ex-emperors, Shirakawa, Toba and Goshirakawa, put these members into the Office of Kebiishi, which was the official military organization of Kuge (公家 court nobles) outside the limit of Office of In (院庁), a semiprivate organization. Thereby the ex-emperors placed the military force of Kebiishi under their control. The Kebiishi, as in the case of Tairano- Munezane and others, was directly grasped and commanded, not through the Betto (別当). by the ex-emperors (especially in the case where the Betto was not one of staff members or trusted vassals of the ex-emperor), and was dispatched in order to capture criminals and to control the mass demonstration of complaint. Thus the ex-emperors built up the system to mobilize promptly the Kebiishi in case of emergency as substantial military and police force, not as a private military force of In. The Kebiishi was a force which had an official justification. It was the Office of Kebiishi which became a part of foundation in order to store the driving energy of developing not only the private military force, but also the influence of samurais in the official organization. We can assume that the political power of the family Taira, as in the case of Kiyomori and Tokitada, was reared in these processes. In this article I tried to bring light on these processes by the analysis of the concrete situation where the Kebiishi was appointed.続きを見る
