It is quite natural that the meat consumption is increasing in Korea due to the increase in population and national income. It is difficult to depress only the retail price of meat because the factor prices of meat production have continued to rise and the economies of scale do not work on the production of meat owing to traditional methods of small scale production. Even if the price regulation is temporarily successful by means of the administrative power, this will simply result in the increase of consumption of meat, the chronic shortage of the supply of meat, and the disorder of market system. This study is written under the basis of the above recognition. In order to suggest the improvement of price system for the meat in Korea, special attention has been focused on the changing process of Korean retail price system of meat and the clarification of problems of current retail price system of meat in Korea. The results of analysis in this study can be summarized as follows: 1. Since the Korean War, the policy for the retail price of meat has not been taken into effect in support of the producer price. Rather, it has been sustained to restrain the consumer price from going up. That is, the Government took the measures of lowering the meat price when the price of meat rose, where as it choose a policy of price realization when the meat price fell down. 2. The farm price of Korean Native Cattle was barely up to the 85% level of production cost in the year of 1981. Compared to the1984 Korean retail price of meat, Japanese retail price of meat is twice as high as Korean retail price. The important reason for this is that the Korean Government enforced the policy of price ceiling; Korean retail price is lower than Japanese retail price. The Government aggravated the disequilibrium of market. Therefore, the Government should discard current price guide and regulations to equilibrate demand and supply, and establish the price stabilization scheme in the price policy for meat. As a calculation basis of floor price of price stabilization band of beef, it is advisable that the Government must use the marginal production cost of breeding farm. In the case of pork, it is more favorable to adopt the mechanism of the supply-and-demand equilibrium. 3. In Korea, while the wholesale price of meat and the price of livestock at livestock market are decided by the principle of price formation under the free market system. The retail price of meat is set and regulated by the administrative. Consequently, normal function of wholesale market is interrupted and contracted; volume of transactions in the direct market was increased. As a result of this, problems of black market and a sanitary problem took place, which increased a family burden. 4. In order to change meat consumption pattern of Korean who prefer beef to pork, the relative price ratio of beef to pork should be increased from two to one to the higher. For this the price of beef is to be upward-adjusted. 5. Even if there exists the difference in quality of meat, the retail price of meat is the same. So it is hard for consumers to buy high quality meat and the breeding farm is difficult to breed livestock with high quality. Accordingly, a price differentiation system should be introduced according to the meat grading.
