イノベーションの奔流とグローバル経済の発展：過去四半世紀の軌跡と今後予想される変容

| 概要 | In this paper, we discuss how innovations in information technology have transformed the global economy over the last quarter-century. We then illustrate, from an economic perspective, the manner in w...hich new technology and subsequent innovation will reshape the workplace in the 21st century. Our study yielded three observations. First, innovation revitalizes even sluggish economies of developed countries when the innovations involve drastic changes in business processes and human resource management. Second, global information networks provide a new growth trajectory, which enables “leapfrogging” development of lower-income countries. Third, “economies of alliance” in the gig-economy are reshaping the workplace so that individuals with diverse skills are able to do multiple jobs. To benefit fully from innovation, we need to work together with technology, not compete against it. For this to happen, it is critical that we invest intensively in education to foster knowledge in the humanities and the social sciences as well as in the natural sciences and technology. 本稿では、「情報技術革新」「グローバル化」「人材の国際移動」をキーワードに、過去四半世紀のイノベーションとグローバル経済の発展を跡付けた後、今後の経済社会がどのように変容し得るかを論考した。これまでの研究により、技術革新をうまく活かせば、成熟した先進国も経済を再生させることは可能だが、そのためには「技術への投資」だけでなく「改革への投資」が欠かせないことが明らかとなっている。現在は、途上国を巻き込んだ「情報化のグローバル化」が起き、人材の国際移動による人的ネットワークの形成が「蛙飛び型」の経済発展を促している。さらに、時間と空間だけでなく組織を越えて英知の結集を可能にする「連携の経済性」が生まれたことで「複数のアイデンティティ」を多元的に「シェア」する新しい働き方の可能性も広がっている。こうした環境を活かすには、工業時代に形成された仕組みを見直し、人と技術が競争するのではなく、比較優位に基づく補完関係を築く必要がある。技術にできることは任せ、人が得意なことに注力するという観点からは、自然科学のみならず、人文科学、社会科学を総動員した社会的知性の涵養が求められる。続きを見る |
