In general, we use the concept of self-determination in the meaning that making decisions for ourselves about the matter which we are concerned. In contemporary society, the concept is considered as a... moral standard of the act for making decisions which we do every day. That is, we think that we must make self-determination. When the concept of the self-determination is used in such a meaning, J.S.Mill's On Liberty is mentioned frequently. Although the term ‘self-determination’ doesn’t appear in his work, the problem of ‘self-determination’ is pointed out, for example, in the field of the law, the medical care, and welfare. And in this point of view, it is an insistence of Mill’s On Liberty that provide the theoretical reason for the concept of self-determination. In this paper, the author examines with some criticism the idea of ‘harm principle’ which Mill provided in On Liberty. Some critics have considered about the relationship between a doctor and a patient, a strong individual and a weak individual, to investigate ‘harm principle’.
