This paper focuses on the dynamics of civil society that the ASEAN (Association of Southeast Asian Nations) recently has activated at the regional level by examining regional-level civil society organ...izations and network NGOs, such as LAWASIA and FORUM-ASIA. It also uncovers how the ASEAN has established, maintained and changed the concepts of civil society and human rights. In addition, the paper investigates the relationships between regionalism and the institutionalisation of the human rights mechanism. Discourses on civil society and human rights in ASEAN have been associated closely with political discourses, including regionalism and communitarianism ; and the normative discourses in Asian civil society have unfolded, more or less, with the acceptance of these tides. While examining the human rights discourses of civil society organisations and network NGOs, and focusing on special and unique features of human rights discourses in Southeast Asia, the paper explores the dynamics of Asian civil society and human rights that might differ from Western NGOs’ practices.
本稿ではASEANの地域レベルにおける市民社会の動態に着眼し、地域レベルの市民団体やネットワークNGOs―とくにアジア太平洋法律家協会(LAWASIA)とフォーラム・アジア(FORUM-ASIA)―の活動を考察しながら、ASEANにおいて市民社会と人権の概念が如何に付帯・定着し、且つ変容してきたのかを考察する。本稿では、とりわけ地域主義と人権メカニズム制度化の関係を重視する。ASEANにおける市民社会および人権言説は地域主義や共同体主義といった政治言説と不可分に結びついており、ネットワークNGOsの規範言説も少なからずこれを受容しつつ展開している。本稿では、市民団体やネットワークNGOsの人権言説を考察し、東南アジアにおける人権言説の特徴を照射することで、欧米型NGOsのそれとは異なるアジアにおける市民社会・人権規範の展開を検討する。続きを見る
