学位規則の改正（平成25年3月11日公布，同年4月1日施行）により博士論文がインターネットの利用により公表されるようになってから丸2年が経過し，規則上，施行初年度の博士論文（全文もしくは要約）は全てインターネット（原則，機関リポジトリ）上に出揃うこととなった。オープンアクセスにかかる新たな動きが見られる今，国としての初のオープンアクセス義務化政策である博論OAにかかる学位規則の改正について，当時，...文部科学省の大学図書館係長として関わった立場から改めて振り返ってみた。
It has been two years since the revision of the Degree Regulations (11 March, 2013 promulgation, 1 April enforcement) to oblige doctoral degree awardees to make their theses and dissertations accessible to the public via the Internet. As per the rules, all ETDs (full-text or digest) on the first year were made available on the Internet, primarily through institutional repository of each university. Nowadays new movements of open access are seen. The author, at that time a chief of the University Library Unit of the Ministry of Education, Culture, Sports, Science and Technology, looks back on the process of getting the regulations changed to OA for ETDs as the first OA mandatory policy in Japan.続きを見る
