| 概要 |
Based on the Economic Partnership Agreement (EPA) between Japan and Southeast Asian countries, the foreign nurses and caregivers started to enter the Japanese labor market since 2008. The global migra...tion of health workers is a growing trend not only in the West but also in Asian NIES, and the ways in which the society responds to this wm shape Japan's future migration and social security policies. So far, the research on globalization of care work in Japan has been predominantly revolved around policy issues and little study has been done in the field of cross cultural care. This paper aims to address the issue of caregiving in a cross cultural context from three perspectives; 1) review the theories on aging and care in a cross cultural context, 2) elaborate the background of Filipino caregivers, and 3) analyze the relationship between the Japanese elderly and Filipino caregivers in the elderly homes in the Philippines, in order to solicit issues that may be important for policy as well as practical considerations.
日本と東南アジア諸国との経済連携協定(EPA)の締結に伴い､2008年以降､インドネシアやフィリピンからの看護・介護労働者の受け入れが開始された｡看護・介護分野のグローバルな労働移動はすでに西欧やアジアNIES(新興工業経済地域) を中心として始まっており､外国人介護職の受け入れ態勢どのように構築するかは､今後の日本の移民政策､社会保障政策を考える上で大変重要である｡グローバル化するケアに関する研究はこれまで主として政策や制度を中心として行われてきており､外国人介護労働者が働く現場で生起する異文化間ケアの課題について論じたものは多くない｡本稿は､第一に異文化における｢老い｣や｢ケア｣の概念に関する先行研究を概観し､第二にフィリピン人ケアギバーと海外移住の背景について明らかにする｡最後に､フィリピンの高齢者施設におけるフィリピン人ケアギバーと日本人高齢者の間の関係性について分析し､日本人高齢者を取り巻く異文化間ケアに関する課題を抽出することで､今後の政策や実践に資するものとする｡続きを見る
