The paper is based on an empirical research that used case study method to understand how Cyclone Preparedness Program (CPP) uses civil society as a strategy to help reduce damages resulting from natu...ral disasters in the coastal Bangladesh. The ideas and efforts of the inner strengths of volunteers as civil society members in saving lives and properties before, during, and after natural disaster are examined. In relating to disaster work, the paper describes the international definition of social work and briefly reviews the profession's involvement in crisis situations. The implications for social work practice, particularly community work, in dealing with natural disaster are also explored.
バングラデシュは、その地形的特性から十年に一度大きな自然災害の被害を受けている国である。国土の中でも沿岸地域は、洪水やサイクロンが多発し、社会的・経済的に深刻な被害の対象となっている。本稿は、市民社会の中でも地域住民からなる「ボランティア」に焦点を当て、そのストレングス、活動の内容、公的機関の協働モデルについて事例研究を通して検証する。事例は国際赤十字・赤新月社連盟、バングラデシュ赤新月社とバングラデシュ政府が展開したサイクロン被害軽減事業（Cyclone Preparedness Program：CPP）の取り組みに焦点をあてる。また、災害とソーシャルワークとの関連について、近年採択されたソーシャルワークの定義を検討するとともに、地域自立生活を支援する地域を基盤として実践するコミュニティーワークの必要性と役割について考察したい。続きを見る
