In May 1999, David Blunkett, Secretary of State, announced that citizenship education would become a statutory subject for Keystage 3 and 4 in every state school in England from 2002. This paper will ...highlight some of the main features of this new educational initiative, which has been promoted by both Conservative and Labour governments in the past two decades. It was the Conservative government which first brought the notion of citizenship education back to English schools immediately after the Educational Reform Act had been introduced in 1988. When the Blair government gained power in 1997, it did not discard the idea of citizenship education, but rather further reinforced its practice. Unlike some other new educational policies, however, much of the citizenship education's content appears to be unchanged. This paper examines whether the Blair government is simply taking over the citizenship education of the previous government, or is in the process of introducing its own kind, by i) taking a close look at the final report published by the advisory group in order to review the main proposals which shape the main framework for citizenship education in the future, and ii) comparing the proposals to the practice of citizenship education promoted by the previous Conservative government in order to highlight the similarities and discrepancies between the two citizenship education initiatives. The paper will argue that the two citizenship education initiatives had to resemble each other to a certain extent because both the previous Conservative government and the Blair government were attempting to make citizenship education function as a tool to prepare pupils to become national citizens. The paper concludes, however, that the citizenship education of the Blair government is provided with more specific and systematic educational guidelines, which were lacking in the previous initiative, and is therefore unique.続きを見る
