Marine pollution by red clay outflow from agricultural land is a serious problem at Okinawa. To prevent the outflow, there are several ways that can be done by farmers who grow sugarcane, i.e. construction of green belt, green manure and so on. These methods, however, charge new cost to the farmers. Therefore it is important to elucidate how incomes of farmers change by the new cost. In this paper we analyze data collected from 301 farmers at Ishigaki, Okinawa and find a candidate factor that could affect famers income. As a result, the farmers who have a number of agricultural fields distributed separately face to more negative profit. In addition, this preventing of the outflow leads to improve the marine pollutions. Hence, we finally perform simulation study to explore the possibility whether we can give financial supports to famers by the WTP of the tourists who aim to play marine sports at Ishigaki. This simulation is performed based on the method of benefit transfer from the results of the research at Iriomote Island, which located next to Ishigaki Island. In conclusion, we suggest establishing a new cyclic economics-environmental system.
