概要 Kaju Norisugi (1878-1947) was one of the most important administrators in the history of social educatlon in Japan. He contributed largely to the foundation of social education administration in the e...arly 1920's. He engaged in education administration after graduating from Tokyo University in 1904. While being faced with the crisis of the state and society in Japan during World War I, he started to research the tendencies of education reform In the West and was ordered abroad to America and European countries, especially England in 1917. His experience in studying abroad for about two years enabled him to form the new ideas of education reform and social education theory. He clearly realized the necessity of education reform in Japan, especially after studying in America. While criticizing the formal, uniform and inefficient school system in Japan, he advocated the progressive ideas of school education reform, such as ' socialization of school' (insisting on a very close relationship between school and society), child-centered education and efficient school management. He also advocated instituting a variety of schools. In addition to this, he proposed concrete plans of education reform. These plans included prolongation of compulsory education, establishment of compulsory supplementary education, independence of education administration and improvement of teacher training. He also called for better treatment to teachers. He later formulated his social education theory. Its principles had an intimate relationship to the above ideas of education reform.
