Considering the large increase in the number of foundations a local government finances, the study of the educational institution where might be controlled by Public Educational Foundation is central ...to the study of adult education. But adult educational attention has not paid to studying the management of these foundations until recently. And so there is a paucity of adult educational literature in this area. In this paper, I consider the possibility of promoting the independence of public educational foundations and encouraging the participation of residents to establish truly educational institution. Until recently, the Administrative sector responsible for establishing the foundations expect the relationship between the foundation and the bureaucracy to remain one of dependency. Then, there are various contradiction between the expectations of the bureaucrats and the functions of the foundations as educational institution. But, for the Decentralization in these days, the possibility that these foundations are managed by themselves independently has been appeared. On this point of view, I analyze the law system of educational foundations that financed by a self-governing based on researching of the actual condition of the foundation.続きを見る
