The area of Vietnam is over 33 million. In 1945, the area of forest was 14.3 million ha, which was about 43% of the whole land. The forest area decreased 9.3 million ha (28%) in 1995 due to civil war, over-harvesting, growth of population and swidden agriculture. In July 1998, the Prime Minister issued Decision No.661/QD/TTg (Five Million Hectares Reforestation program). The purpose of this program to protect the environment, forestry promotion, create employment opportunities, support sedentary cutivation and increase incomes for mountain rural peapule. The program created a positive opprtunities for the people who participated in recovering bere land and forest management. On the other hand, the government implemrnted the "new economic zone" policy due to the shortage of food and the need for developing mountain regions after the Vietnam War finished in 1975. This immigration policy specially focused on the Southeast and Central highland regions of Viet Nam. People who immigrated to this "new economic area" cut down a large forest area for cultivating land by the policy. After the end of the immigration period, a large nubber of tree-immigrants (illigal inhabitant) has continued to settle in the xone and destroyed many forests for cultivation and improvement of their living conditions. They are strongly apposed the reforeststion program. Thus the conflict become extremely important issue to solve in the forest sector in Vietnam.
