| 概要 |
This study proposes a quantitative framework linking UAS aircraft certification with operation-specific risk assessment. Although Japan’s Class 1 certification framework adopts the FAA’s durability-a...nd-reliability approach, its means of compliance may still require extensive component-level analyses, while the safety performance demonstrated through certification is not directly reflected in SORA-based operating-area decisions. The proposed method uses aircraft-specific loss-of-control frequency, collision risk, critical area, and environmental limitations to derive a maximum allowable population-density threshold. It also allocates assurance responsibilities among aircraft certification, remote-pilot certification, organization-level approval, and operation-specific approval to reduce duplicated assessment. A case study using the Zipline Platform 2 produced a population-density threshold of approximately 674,490 𝑝𝑒𝑟𝑠𝑜𝑛𝑠/𝑘𝑚^2under the baseline assumptions and 9,636 𝑝𝑒𝑟𝑠𝑜𝑛𝑠/𝑘𝑚^2 in a conservative sensitivity case. The results show how demonstrated aircraft reliability can be translated into explicit operational constraints and support more proportionate approval of Level 4 UAS operations.続きを見る
