学校事務職員の専門性に関する一考察 : 「教育事務」概念の議論に着目して

概要 This paper is about the school office work policy that the office staff department of the Japan Teachers’ Union (hereinafter referred to as “JTU”) set out to form the basis of the wage improvement mov...ement in the 1970s, which is said to be the golden age of school office work research. The purpose of this discussion is to examine the issues and theories of this debate, focusing on the educational clerical debate between school management staff and researchers over the concept of “school management work as education”.
The method of research is taken from “School Affairs at the Crossroads” edited by Eiichi Mochida, published in 1974, in order to investigate the controversial issues in the early 1970s. This material is a summary and addition of the papers published from 1971 to 1973 in the monthly school affairs magazine, whose readership is school affairs staff. I grasped the main logic in this book and used the journal as a supplementary material. This material analyzes the issues of this controversy based on the historical background at that time and the viewpoint of the “educational office work theory” of the previous research.
In conclusion, the evaluation of the “educational office work” debate in modern times does not touch on the premise of how to perceive the “essence of education” and needs to be reexamined. Under the new theory of public education, it is important to reconstruct the “essence of education” and reconsider the importance of division of labor and collaboration in school autonomy, and the intersection of “learning process” and “management process”.
