Abstract The purpose of this thesis is to locate Allen Buchanan's theory of secession in the development of liberal political theory and to show its meanings and limits from the viewpoint of a Liberal National...ist approach.
On the one hand, Buchanan's theory is meaningful because it shows that liberal political theory can properly be modified from the viewpoint of secession, which traditional liberals have overlooked.
On the other hand, his theory also has some problems from the viewpoint of a Liberal Nationalist approach, particularly in terms of "neutrality," "universality," and "trans-culturality," which traditional liberals assume must be part of the question. If so , Buchanan's theory must also be modified, because he uses these concepts to defend the right to secede. What justifies the right to secede is not only the principle of justice based on concepts like the above, but also the aspiration to reflect a group's ethno-cultural elements on the socio-political institution. Buchanan overlooks the latter cause.
