| Abstract | The purpose of this study is to clarify the finance structure on merger local government. The study consists of four sections. In section 1, I survey economic geography and finance on merger local gov...ernment Through the preparatory surveys, merger local government aimed at well facilitated finance and etc.. I choice to Kitakyushu City for positive area. The reasons is Kitakyushu City had "Kubetsu Zaigen Seido" from 1963 to 1968 . "Kubetsu Zaigen Seido" means "Divided Finance System". In section 2, I consider the system about structure and problems. The system had four problems. Particularly, a problem is what the system had dual public administration In section 3, I consider revenue and expenditure on 1963 with factor analysis and differential finance money within local government.
