The Development Directions for Tornyok Management Body under the Change of Agricultural Structure

Abstract | Rural societies have become unstable in Korea due to the polarization of farmers since the 2000s. The cause of destabilization is the increase of small-scale elderly farmers. Many small farmers don’t ...have off-farm employment opportunities and income due to their age. When agricultural income decreases, farm-household income can’t be supplemented by off-farm income, and farm-household income tends to decrease. Farmers can usually supplement their agricultural income with non-farm income and stabilize their income if they can work outside the farm. If the agricultural income decreases, the non-farm income becomes a buffer zone and the farm-household income is maintained. However, in Korea, the number of elderly small-scale farmers who can’t maintain farm-household income continues to increase. Since the 2000s, the economic disparity among the farmers has widened due to the increase of the number of elderly small-scale farmers, and rural societies have become unstable. For this reason, Korean government tried to organize various levels of farmers in order to reduce economic inequality and stabilize rural societies. Specifically, it is the organization of farm-houses by Tornyok management bodies. First Tornyok management body was founded by organizing farmers of different levels 10 years ago.
