Abstract The focus of development assistance has been increasingly shifting from the creation of industries and the construction of infrastructure to basic human needs. Bangladesh has been a major recipient of... both types of development assistance. Since the severity of arsenic groundwater contamination in Bangladesh is recognized in the international community, basic human needs assistance toward the mitigation of the problem becoming major international efforts. One of such assistance project is coordinated by a Japan-based NGO, Asia Arsenic Network (AAN) since 1996. AAN with academic and private scholars has conducted diverse research and mitigation activities in western Bangladesh. Among them, a focus is placed on the supply of safe arsenic-free drinking water to affected people. While AAN experiments several means to provide safe water, AAN has been promoting pond sand filters (PSF)一a facility that makes pond water drinkable by slow filtering through several filtering chambers. Unlike the aid of industrial development, basic human needs assistance directly deals with local people and requires for the donor to specify the receiving counterpart among the private sector. Therefore, it is very important to have a reliable counterpart for the assistance being continuously effective. This paper discusses social organization in Bangladesh as potential candidates for such counterpart using the maintenance of PSF as a case study. The study has found that while most existing social organizations in Bangladesh lack qualifications as capable counterparts, the "shomittee" (committee) organization appears to be a viable candidate for that purpose.show more
