| 概要 | Charging for household waste is seen as one of the implementations of social cost on economic actors, which is based on the Polluter Pays Principle. But the Japanese charging policy ignores the respon...sibility of producer and makes consumer liable for all costs, in other words the market price of goods does not reflect social cost. The policy has therefore never had any major influence on consumer conduct, except on method of household disposal, the biggest of which is household incineration, causing further pollution. Now it is said that separating waste for collection can make the charge effective. But it will not help the charge to survive. Because the operation of separating waste is entirely different from the charge, based on the rational economic man model and the influence of price. Separating waste enhances people's environmental consciousness, and succeeds in reducing household waste, as they give environmental information to them directly and help communications among the general public and between officials and the general public. But the present charge system disturbs market behavior of people who have high environmental consciousness with regards to separating waste. Therefore the first priority is to recognize producer responsibility as P.P.P., and secondly we should look at not only economic aspects of people's behavior, but also other aspects, and treat people not as object but as partners of administrative power.続きを見る |
