A study on the In-service Training in 'Beppu Kaki Daigakukai'

Abstract More than a hundred of Kaki Daigaku was established as the social education course for a citizen in the Taisho Era. Shinano Kisaki Kaki Daigaku established in 1917 was the forerunner of Kaki Daigaku i...n Japan. Beppu Kaki Daigakukai was instituted as the social education course for the citizen in 1920, which provided a higher and more systematic education for them. It was continued until 1942, and became a prominent Kaki Daigakukai in Western Japan. Originally, Beppu Kaki Daigakukai, which had a function as the social education course, was instituted jointly with a teacher-training course, and they had been managed by Oita Prefectural Educational Party. Its office was also established in Oita Prefectural Educational Party. As a result, Beppu Kaki Daigakukai had possessed both functions as the social education course and as the teacher-training course. These functions had changed with the change of social situation. Though attending at a lecture was opened to citizens, the main subject of the lecture was a teacher of an elementally school. The participants who completed the course received a certificate. The certificate was effective in passing a state examination for the teacher's license and in promotion. The reform of Beppu Kaki Daigakukai, which was carried in 1933 focused on incumbents, had formed the practical course for the teachers. For example, their courses were Japanese language education, morality education, arithmetic education, and so on. As the result, participants increased from about 150 to 800, though there were signs of the approach of war against China. These courses were continued until 1942. As mentioned, Beppu Kaki Daigakukai was superficially open to citizens, but it was actually only for teachers. I have come to the conclusion that Beppu Kaki Daigakukai actually possessed the function as the organ of the teacher's in-service training in spite of the official purpose as the social education course for citizens.show more
