Abstract The purpose of this paper is by using the results of the survey conducted of the Ministry of Education every year, “the Survey on the Current State of the Board of Education”, to compare the annual ch...ange in the status of delegation with the population size of local governments. It is to clarify from the relationship. As a result of the analysis, regarding the implementation status of authority transfer from 2012 to 2017 for all municipalities, many local governments first transfer authority in the order of “partial discretion”, “proposal type”, “special feature frame”, and “total discretion”. Since there was no change in the order, the actual situation of local governments that gradually delegated authority to schools from the point of allowing diversion of expenses in sections or subsections of budget expenses became clear. According to the analysis conducted for each delegation by demographic division, “total discretion” and “proposed type” tend to be implemented in local governments with relatively large populations, whereas “partial discretion” in other words, delegation of authority in the form of allowing schools to divert expenses is a relatively easy undertaking for any board of education. In addition, it has been confirmed that the implementation of the “special feature frame” is not stable, and that delegation of such authority is not an easy task for many school boards in Japan who have financial problems. As a future task, it is necessary to find out what factors contribute to the actual state of delegation of authority identified in this paper.show more
