| 概要 |
The purpose of this study is to clarify contexts of the negotiations between Nagasaki Magistrate (a magistrate’s office in Nagasaki Town) and the Ministers of Britain and France, concerned with the ho...rse racetrack and promenades construction in Nagasaki at the end of the Tokugawa period in Japan, and to examine causes that the negotiations did not go well there. This paper is based on a part of three historical sources: Zassho Kakinuki Ichi (1865-1867), Zassho Kakinuki Ni (1865-1867), and Nagasaki Keiba-jyo Secchi Ikken Ichi (1866). Nagasaki became one of the places that had a foreign settlement since the bakufu signed Ansei Commercial Treaties (trade agreements) in 1858. The foreigners at Nagasaki Settlement demanded to build the horse racetrack and promenades as Western sport and recreation facilities for them. According to Zassho Kakinuki Ichi, the negotiations in May 1866 between Nagasaki Magistrate and Britain minister were focused on the geographical features of Nagasaki and the expense for the horse racetrack and promenades construction. However, they could not reach conclusions because the characteristics of the locality of Nagasaki were problem, and could not decide how the cost was paid. After carrying on these negotiations it was obvious that British opinion and French one was different. It included the financial affairs and so on. Though Nagasaki Magistrate did not change his proposal till then, he expressed that accepting French one was better than doing British one for the bakufu and Nagasaki. It suggests that he showed willingness to compromise. Eventually, three people could not complete the negotiations,and the demands for the horse racetrack and the promenades construction around Nagasaki Town torpedoed the negotiations.
