| Abstract | On June 12, 2018, the first US-North Korea summit was held in Singapore by Arbitration Diplomacy of Moon Jae-in’s Administration. The two leaders of US and North Korea declared to ‘establish a new US-...North Korea relationship’ in the joint statement. President Trump committed to provide ‘security guarantees’ to North Korea and Chairman Kim Jong-un declared a ‘complete denuclearization’ of the Korean Peninsula. Before the talks, there was opposition between the US which insisted in adopting a ‘comprehensive’ denuclearization deal and North Korea asking for step by step and simultaneous measures. But at the summit in Singapore, the two leaders adopted for a step by step and simultaneous solution. However, since the Singapore summit, the working level negotiations to achieve an agreement for a concrete road map for denuclearization and security guarantees did not advance. At the second US-North Korea summit held in Hanoi from 27th to 28th February 2019, the two leaders failed to produce any concrete road map for President Trump’s plan to provide security guarantees to North Korea and dismantle Pyongyang’s nuclear weapons. The gap between the comprehensive denuclearization plan presented by the US and the step by step simultaneous proposal by Kim Jong-un, clearly appeared. President Moon Jae-in is once again gaining attention, as a role of mediator to get the nuclear negotiations between Washington and Pyongyang back on track. In this article, I evaluated the Singapore summit and the Hanoi summit to analyze the outcomes and future issues of the diplomatic efforts made by Moon Jae-in’s administration which has promoted and mediated U.S. and North Korea’s negotiations for the establishment of a peace system on the Korean Peninsula.show more |
