The present paper deals with regional agriculture from the viewpoint of system theory of organization. The system theory of organization aims to harmonious development of both individual and whole organization, and it tends to discover and define organizational hierarchy, equilibrium in organization and innovation of organization. In the present study authors have focused their paticular attention to ordinary farming of land use type. The following three are most essential points in the present paper : (1) Effective communication system should be constructed so that individual members attain a common purpose in organizational activities. It is the key point in attaining an effective organizational hierarchy. Connecting to this point, general managers who are in the core of the organizational hierarchy seems to have a great influence in the development of regional agriculture. (2) For better equilibrium in organization, the creation of social utility in external equilibrium and the maintainance of harmony of both principles in decision making, entrepreneurial and communal, for internal equilibrium are quite important. (3) As for the dynamic innovation, management system of organization should allow individuals to keep independence and to preserve a great variety of sense of individual values. Under the system above stated, sustainable development of organization could be expected.
