Abstract After four decades of contributing to the Chinese economy and society, the new generation of migrant workers has become one of the most important social power in the urban labor market. Similar to the... first generation, the long-standing rural-urban divide has caused difficulties and confusion. To tackle this problem, Chinese Central Government unveiled The National New Urbanization Plan (2014-2020) in 2013. This new policy aims to find a new path for urbanization that accommodates unique Chinese characteristics. One of the goals is to achieve the transfer of about 100 million agriculture and other resident population to be settled in the city by 2020. The most notable aspect was the transfer from landin urbanization to people-oriented urbanization in China. But the policy regarding the settlement of young migrant workers is different depending on the provincial government.
This paper compares the new policies of Beijing city and Nanjing city to examine the young migrant worker’s settlement and life in these two types of cities. The results are 1) the new policy of settlement is very different for the young migrant workers; and 2) although the young migrant workers aim to settle in Nanjing city, there are new barriers which erected by the new policy. So, in addition to institutional reform, the new city policy for the young migrant worker is needed to address their concerns.
