Problems of the "Chou-ta-chung-cheng" (州大中正) System.

Abstract I have tried to argue the followings:
(1) The "hsiang-pin" (郷品) system did not emerge at the same time as the "chiupin" (九品) or "chiu-pin-kuan-jen" (九品官人) system, but was established as a part of the "...chou-ta-chung-cheng" system.
(2) The fixation of the family-ranks was promoted by the administration of the "chou-ta-chung-cheng", but a portion of common people succeeded to rise politically and socially. Their entry into the officialdom was made possible by the following three processes:
(a) To become "pin-kuan" (品官) by rendering, or under the pretense of rendering, distinguished military services.
(b) To become "pin-kuan", being appointed by the decision of the "Li-bu" (吏部).
(c) To become "chih-li" (敕吏)
(3) In the Southern Dynasties, the "chou-ta-chung-cheng" had the personal administration power over "chou-kuan" (州官) and "chun-kuan" (郡官), save over "cha-chu" (察挙) systm, virtually at his command. However, it was in the name of the governor of "chou" and "chun. " By the way, "chou-ta-chung-cheng" were selected from among the illustrious families within the "chou". This suggests that the governor or " chou " or " chun " could not disregard the will of the illustrious families within his appointed area.
