Abstract Apoki (阿保機), the founder of the Liao (遼) Empire, started invading Liao Tung (遼東) in 903 A.D., four years prior to the year of his enthronement in 907 A.D. In about twenty years he occupied the whole b...asin of the Liao River, and it's branch Tung Liao River (東遼河) and he set up at least nine Zhous (州) and one Guan (関) to establish the government system. But he did not advance from there to the west before he began the war to conquer Po-hai (渤海) Kingdom in 925 A.D. The nine Zhous and one Guan are situated in the basin of the Liao River down around the present Kai-güan (海原), and there is no evidence that he set up a Zhou farther north.show more
