The Direct Payments for paddy agriculture which aim to raise agricultural households income, preserve environment and stabilize agricultural production have been adopted on the basis of the Basic Law on Agriculture and Rural Areas in Korea. But the payments are far lower than the expectations of the agricultural groups. Furthermore, it will be predicted that the government tries to restraint the buying price of rice according to this system. Though the government raised the rice price by 5.5% in 2000 than the previous year and plans to raise it by only 4% in 2001. lf so, the Direct Payments will become meaningless. The reason why the government plans to raise the price of rice to a limited degree contrary to that in the previous year lies in that the government wants to link the Direct Payments with the government-buying price. ln the future, the direct payments need to be raised. However, there is a possibility that the Direct Payments for paddy agriculture will not be completely carried out for financial reasons. lt is necessary for the government to add budget and raise the buying unit price to realize the purposes of the Direct Payments.
