| Abstract | The situation of the Korean Peninsula in the 1970s was not created by the joint action between USChina, but rather through the process of its collapsing. The three common foundations formed in the ear...ly 1970s by the US-China rapprochement - (1) Preventing the danger of war in the Korean Peninsula (2) Preventing other forces to expand towards East Asia including the Korean Peninsula (3) Building a permanent legal status in the Korean Peninsula - were not sufficient enough to build a concrete policy enabling the joint action between US-China over the stabilization of the Korean Peninsula. The "US-China cooperation system" formed by their reconciliation did not guarantee the stabilization of the Korean Peninsula. The United States and China have only confirmed the direction of their policy recognizing that a joint action was necessary for the Korean Peninsula issue. In particular, regarding the conversion of the ceasefire agreement to a peace agreement, which was important in terms of institutionalization, the position of both sides did not converge and the tacit agreement on the U.S. forces in South Korea, which was a common foundation between both countries, even collapsed. After 1973, because of China's non-cooperative attitude towards the Korean Peninsula problem, skeptical views begun to arise within the US administration about cooperating with China. That is why the United States responded to this issue by taking an unilateral action. US-China cooperation failure over the stabilization of the Korean Peninsula in the 1970s is the first case to reveal the limits of the USChina cooperation system that was only able to agree on policy objectives, but not able to make any concrete policy measures.show more |
