Abstract Histrians of education have taken little interest in the thirteen provincial normal schools (J.dōritsu shihan gakkō) in colonial Korea, possibly due to their short history of less than ten years from ...their authorization in April 1922 to their annulment in March 1931. This article provids a fuller picture of provincial normal schools by clarifying their communities. It also discusses the personnel transfer of their teachers (that is, where teachers were recruited from and where they were transferred to). Section I reveals the following. These normal schools, as provincial schools and as schools offering a 3-year, were designed as national schools with a 6-year course in May 1921. There even was a move to nationalize them in 1925. Communities competed over the location of new provincial normal schools, while campaigns were actively promoted both in opposition to their abolishment and for eurpose of inviting nationalized normal schools. Section II deals with subjects neglected in previous studies. Investigation of the personnel matters of provincial normal schools showsseveral features of their histories. Elementary schools, and also middle schools, were indispensable personnel resources for the transfer of secondary school teachers to provincial normal schools. A large number of concurrent principals and teachersshows not only provincial normal schools' dependence on nearby schools regarding personnel matters, but also that their autonomy in personnel matters was perceived as insignificant. The prominence of provincial normal schools can be found in the facts that the majority of the faculty at the newly established national normal schools of Tegu and Pyǒngyang formerly had taught at provincial normal schools, and that some teachers at provincial normal schools were later transferred to ohterschools as principals.show more
