Abstract 1992年の地球サミットで採択されたアジェンダ21にそって,スウェーデンの各自治体は1990年代前半にローカル・アジェンダ21(LA 21)を策定した.これらのLA 21を通じて,行政,企業,市民等の様々な主体が協力し,自治体内の環境負荷の軽減に取り組んだ.これらLA 21を財政的に支援するため,1990年代後半から国の補助金事業であるLIP(地域投資事業)やKlimp(気候投資事業)が実施された....本研究では,両補助金事業における事業主体を解明することを目的とした.結果として,LIP とKlimp の事業主体は自治体政府と公社であり,主体に関して両事業間で差がないことを明らかにした.
Along the Agenda 21 adapted during the Earth Summit in 1992 , most of Swedish municipalities formulated local agenda 21( LA 21) by the mid- 1990 s. Through these LA 21 process, various actors like local government, private companies, and citizens tackled reduction in environmental loads within their municipalities. National subsidy programmes, LIP (local investment programme) and Klimp (climate investment programme), were started in the late 1990 s and early 2000 s, respectively, to financially support the LA 21 process. The present study attempted to identify chief actors in both subsidy programmes. As a result, it was explicated that the chief actors were local governments and public companies for both LIP and Klimp.
