Abstract The purpose of this paper is to clarify the development process of vocational ability evaluation standards as an exploratory approach in National Qualification Framework that have been developed by Mi...nistry of Health, Labour and Welfare in Japan. And office work was focused to figure out how address the issue and process throughout the development periods of vocational ability evaluation standards. Firstly, in Japan vocational ability evaluation standards have been developed as exploratory system of NQF at the same period of NCS development in South Korea in the common context of East Asia. Secondly, the first targeted area was office work in Business, which had been thought to be difficult to establish a system as NQF due to the Japanese employment system. Thirdly, Business and career certification examination in Japan was referred in its development process. And in vocational ability evaluation standards the abilities of knowledge, techniques, skills and competencies are evaluated in applying the taxonomy as well as international NQF. In addition, vocational ability evaluation standards were revised twice until now in order to respond to the changing business environment. In the second revision, the entry level including Level 1 was newly added and that was expected to lead to the connection of educational institutions and labour market.show more
