A study on revision of “the Law Concerning Class-Size and the Standard of the Number of School Personnel in Public Compulsory Education Schools” of 2001 : Focusing on the discussion about practical use of part-time teachers

Abstract This paper examines the process of introduce of practical use of part-time teachers by “the Law Concerning Class-Size and the Standard of the Number of School Personnel in Public Compulsory Education ...Schools” in 2001. In this paper, I will analyze mainly records of Research Collaborators Working Group and the Diet. With the analysis, I will reveal the details of discussion about practical use of part-time teachers from suggestion to acceptance. This paper reveals following points. First, the idea of practical use of part-time teachers had already been considered by the Ministry of Education. It turned out that it was part of responding to the class disruption. But the Ministry of Education had assumed “temporary” placement of part-time teachers. In the discussion of Committee on Education, Culture, Sports, Science and Technology, that idea was a major concern. However, based on reasons for “financial difficulties”, “utilization of human resources”, “effective educational activities”, the government positively positioned the idea of practical use of part-time teachers as “the product of wisdom”. In addition, those who submitted a counterproposal also approved this idea as the system to encourage diversification of faculty and staff. Furthermore, one of the reasons why utilization of part-time teachers was accepted is due to remarks of executives of Japan Teachers’ Union, which supports the Democratic Party of Japan. While questioning the utilization of part-time teachers, they thought that “there are unavoidable aspects” about the idea and showed a certain understanding. In this paper, it turns out that there was a tendency to consider the context of decentralization reform over the revision of the Law Concerning Class-Size and the Standard of the Number of School Personnel in Public Compulsory Education Schools. However, the idea of practical use of part-time teachers cannot be sufficiently explained only from aspects of “synchronization pressure on change of educational public service personnel to general civil servants” and “passive response” to external reform. Despite the fact that the increase in part-time teachers has been criticized so far by educational administrative studies, the process by which ideas are formed, accepted and lead to system revision is not clear. It is a future task to consider this process by “Politics of ideas” approach.show more
