A Preliminary Study on Indonesian Nurse/Certified Care Worker Candidates and Their Motives to Work in Japan : The Results of Interviews with Indonesian Candidates Assigned in Hospitals and Care Facility in Western Japan

Abstract After Japanese Diet has approved the bilateral Economic Partnership Agreement (EPA) between Indonesia and Japan, in August 2008, Indonesia government has sent the first cohort of 208 nurses to work in... Japan as nurse and care worker candidates. The paper first discusses the motivation of Indonesian candidates, who are placed in hospitals and long-term care facility in Western Japan through qualitative research. According to the quantitative research by Kyushu University Research Team, the major motivations for Indonesian candidates coming to Japan are ‘to develop their carrier’ and ‘to economically support their families’. How are these two major motivations being understood by the candidates? Secondly, this paper attempts to make a preliminary study on the correlation between their working motives and their long-term tendency in settlement. As a result, there are candidates whose motives are inextricably connected between ‘carrier development’ and ‘supporting their families’ as these two are not understood as exclusive categories. Furthermore, it has been suggested that ‘supporting their families’ serves as an important factor for the candidates in considering their long-term settlement in Japan.
経済連携協定(EPA)に基づいて208人のインドネシア人看護師・介護福祉士候補者が2008年8月以降来日した。本稿は、第1に、西日本の病院・介護施設に配属になった第1陣のインドネシア人候補者を対象とした質的調査により、来日動機を明らかにすることを目的とする。九州大学研究班による量的調査によれば、「キャリア形成」と「家族を経済的に支援すること」が主要な来日動機となっている。候補者にとって、この2つの動機はどのように理解されているのだろうか。第2に、このような来日動機と将来的な定住化傾向との関連を探ることで、インドネシア人看護師・介護福祉士候補者が海外で働く動機からみた定住化傾向に関する予備的な考察を試みた。その結果、「キャリア形成」と「家族支援」が密接に結びついた来日動機を持っている候補者もおり、定住化要因としては「家族支援」が「キャリア形成」よりも大きいことが示唆された。
