Abstract The population has been aging rapidly in East Asia. Japan and South Korea have already established new social i9nsurance systems for caring for the elderly. The social risk for numerous older persons ...supported by a decreasing workforce is expected to gradually increase. Regions should coordinate their resources to address his risk. Mutual recognition of the qualification of human capital for caring is one such resource. The East Asian Community will be difficult to establish if every country maintains its particular qualification system. Countries should follow the example of Japan and South Korea in establishing a common qualification system for care workers to facilitate their migration. Exchange programs that will educate care workers, to learn and to understand both the cultures and traditions in health care in Japan and South Korea must therefore be promoted.
東アジアの諸地域では、人口が急速に高齢化している。日本と韓国は、高齢者介護のために、新しい社会保険制度を制定している。(東アジア諸国は) 「第二の人口転換期」の局面に瀕して、ますます増加する高齢者を、減少する労働力で支えなければならないという社会的リスクが高まっている。このリスクに備えるためには、これまで各地域で独自に講じてきた対策を調和させる必要が出てきた。そのひとつに介護人材の資格認定がある。各国独自の資格制度を守るというだけでは、東アジア共同体を形成するための障壁になる。国境を越えた介護人材の移動を円滑にするためにも、この分野で先んじている日本と韓国が連携して、共通資格の構築に取り組む必要がある。まずは日韓両国の介護文化を理解した介護人材を育成する指導者の研修交流を進めるべきだろう。
