概要 The labour government in England which took office in May 1977 is encouraging the shift from competitive education culture to collaborative one especially under the second Labour government in 2001. T...he purpose of the shift is to stress reforms based on collaboration between schools instead of government that in a system in which only small number of 'strong' schools would 'win' it would be difficult to achieve the most important aim, that is, to achieve raising standard as a 'whole system'. In other words for a 'system wide' reform realization that it is more effective for raising standard when 'strong' schools would support 'weak' schools basing on the principle of collaboration has spread widely. In this line of policy the then Prime Minister Blair introduced Trust schools as the most important agenda for his educational reform. Purposes of Trust schools are to strengthen the principle of collaboration which the Labour government has been promoting and to make it more sustainable. However, not all stakeholders in education are in favour of Trust schools. There have been strong criticism against Trust schools and they are focus of controversy. With this frame this paper deals with topics related to introduction of Trust schools which is located in the center of the educational reforms of the present Labour government, but to which no little criticism is leveled.続きを見る
